Senior Budget and Planning Administrator

Basic Function and Responsibilities
The Senior Budget and Planning Administrator has the responsibility for the development, monitoring and reporting of the annual administrative and capital budget for the Institute. 

Characteristic Duties

  • Oversee the preparation and performance of administrative and capital budgets, while maintaining details of operations for each department;
  • Work to develop budgetary processes and  procedures for the allocation of resources to meet strategic planning goals;
  • Provide leadership in continual process improvements for budgeting and forecasting;
  • Issue monthly financial and operational reports at the department level which identify variances, including explanations and corrective action plans;
  • Develop plans and opportunities for synergy and efficiencies and identify existing or potential problem areas;
  • Create coherent and comprehensive set of institutional data across years, perform analyses of financial trends and create clear presentations of complex materials;
  • Develop predictive financial models to provide basis for strategic financial planning and context for specific decisions; establish a set of institutional performance indicators.  Explore ability to adapt industry-wide indicators and provide comparative statistics on a regular basis;
  • Ensure that all work conforms to GAAP accounting rules and guidelines;
  • Coordinate use of data from throughout the Institute (grants, facilities, personnel) to support planning;
  • Maintain liaison with other Institute departments and participate in joint projects to enhance operations;
  • Perform related duties and responsibilities as requested.

QUALIFICATIONS
Education

  • Bachelors Degree with advanced degree in business, finance, or the equivalent combination of education and experience.

Experience

  • Ten to fifteen years of progressively comprehensive financial planning responsibility in a complex organization required, with an emphasis on departmental budget development, control and institutional planning.
  • Must have demonstrated skills in creation of analytical models and reports, use of financial systems.
  • Excellent oral and written communication skills.
  • Demonstrated ability to work effectively with senior leadership and administrators.
  • Must be service oriented, a team player and a creative problem solver.
  • Ability to work with minimum of supervision
